What is para 1255 in relation to the issue or not of medals in the war and can we find the full name etc. of the recipeant

Thank you David A pte J fogarty Lancashire Fusiliers had forfieted his medals ,I did a lot more research and found out he had been in and out of jail whilst in the army and eventually on his return to the UK from S.Africa got thrown out and on his discharge papers it says because of his bad behaviour he forfited his medals and pay Thank you for taking an interest I also found out he dosnt belong to my ancestry

Paragraph 1255 may well be the reference provided for justifying the decision taken to refuse the issue of his medals.

Presumably the paragraph is from the Army Regulations. Does anyone know if these are online?
