Good gracious me, it is a rather old thread, you may have to blow the dust off it!
Blair's medal is clearly shown in WO100/183 page 536, his Transvaal clasp is from the supplementary section of the same volume on page 541 the remainder is on page 546, in addition, a very brief glance at their distribution roll confirms it's issue on the 1st of March 1904.
I can send them if you wish, or place extracted detail here.
